25-year-old Ichikawa Eiko works in general affairs. Even when she does her job properly, she doesn't get much recognition and is often scolded for even small failures. When she's depressed, she says, "I want to be praised", and gets overheard by her senior Bando. He tells her, "So enthusiastic, like the Nebuta Festival!" and "Ninja-like work!" and while she's confused by his way of praising, she gradually grows more comfortable with it. This communication begins evoking small miracles in the general affairs department and the company as a whole.
Takeshiro Shikota is a 27-year-old pediatrician in Hokkaido, Japan. He was born and raised in Hokkaido. One day, Takeshiro is transferred to the newly established PICU (Pediatric Intensive Care Unit). The unit is for children under the age of 15 who require advance and intensive treatment. There, he meets Dr. Hajime Ueno. Hajime is a pioneer in his field and hopes to establish PICU all over Japan. His goal is to bring sick children to PICU as quickly as possible and accept them under any circumstances. Meeting with Hajim, changes Takeshiro life as a pediatrician.
A corpse of a clown is found in a park. Detective Shirataka Amane of Musashino Higashi Police Station begins investigating with rookie detective Uzuka Shinsaku. They find a picture of the victim holding a balloon with the number 1 and the letters TTX on social media which indicates pufferfish poisoning. Shirataka intuitively suspects that this is an incriminating statement done by a serial killer, but Chief Investigator Fukukawa Saeko denies her. Detective Kusano Seiya and other personnel of MPD First Investigative Division join the investigation, then a second murder occurs. Shirataka recalls an unsolved kidnapping and murder case from two years ago that she still regrets.
