It is election year in Sweden and the ruling government party DSP is challenged by a decreasing support among their voters. The ambitious press secretary Lisa works for the barely known Ministry of Welfare - who suddenly receives an unexpected request from the party's election general Kaminsky. Suddenly the Minister of Welfare Roxanne becomes the front figure for the entire election campaign.
