The king appoints SHUI to be the Supervisory Minister to arrest PANG and his family, to which LEUNG reproaches SHUI angrily for using her to collect evidence against KUEN. Because of the law, the king cannot but to carry out the execution. SHUI promises LEUNG that he will rescue NGUN. CHUK reminds SHUI that the late king has constantly played with PANG and their anecdotes have been recorded by Abbot PO CHIU; SHUI therefore searches the legacies of PO CHIU through the night and eventually finds a way to save the Prime Minister family. The dead penalty is lifted but the penalty of being reduced to common civilians is carried out. LIN cannot survive the hardship of common people and tries to run away with property, which angers KUEN.
